Professor Ian Fry, LLM (Australian National University), MES (Macquarie University), Grad Dip Int. Law, BAppSc (University of Canberra) is an international environmental law and policy expert, specialising in climate change governance, environmental justice, and human rights. He was appointed as the first United Nations Special Rapporteur on the promotion and protection of human rights in the context of climate change by the UN Human Rights Council in March 2022 and began his mandate on May 1, 2022. For over two decades, he has played a key role in global climate negotiations, particularly as a lead negotiator for the Government of Tuvalu, where he served as Ambassador for Climate Change and Environment from 2015 to 2019. His expertise lies in mitigation policies, loss and damage negotiations, and the intersection of environmental law and human rights.

Prof. Fry has represented Tuvalu in various international forums, including the UN General Assembly, the UN Framework Convention on Climate Change, and the Convention on Biological Diversity. He is a lecturer at the Fenner School of Environment and Society at the Australian National University, where he teaches international environmental policy. He holds a Master of Environmental Law from the Australian National University, a Master of Environmental Studies from Macquarie University, and other qualifications in international law and environmental policy. His work continues to influence global climate governance and human rights protections.
