Professor Jorge E. Viñuales, DPhil (Sciences Po), LL.M. (Harvard), is the Harold Samuel Chair of Law and Environmental Policy at the University of Cambridge. He is the founder and former Director of the Cambridge Centre for Environment, Energy and Natural Resource Governance (C-EENRG). Additionally, he chairs the Compliance Committee of the UNECE/WHO-Europe Protocol on Water and Health and serves on various prestigious arbitration panels, including ICSID and the European Commission.

Jorge’s research focuses on environmental law, international investment law, and global sustainability policy. He has lectured globally, including in Brazil, China, France, Mexico, Spain, and the US, and contributes regularly to UN and OAS courses. Some of his publications include The International Law of Energy (Cambridge, 2022) and Foreign Investment and the Environment in International Law (Cambridge, 2015). His ongoing work includes studies on the architecture of environmental law and the WHO International Health Regulations. In practice, Jorge has represented clients in arbitration and litigation, including acting as an arbitrator in landmark cases such as Green Power v. Spain. He advises governments and investors in complex environmental and investment disputes.

A dual Swiss-Argentine national, Jorge was educated in France (Doctorat – Sciences Po, Paris), the United States (LL.M. – Harvard Law School), Switzerland (Licence and Diplôme d’études approfondies in international relations – HEI; liz jur – Universität Freiburg; Licence and Diplôme d’études approfondies in political science – Université de Genève), and Argentina (Abogado – UNICEN). He qualified as an attorney in Buenos Aires and New York, and served as a member of the foreign lawyers section of the Geneva Bar. Fluent in Spanish, English, French, and Italian, he has been recognized for his contributions to international law and sustainability.
